HRD is one of the most important and
regular activities of the Organization. In the present global context,
HRD plays an important role in planning and implementation of
rural development programmes in the developing countries. Often,
it has been realised that shortage of skilled manpower constrains
developing countries to implement their development programmes effectively.
No country can realise its full economic potentials without fully harnessing
the human resources. Therefore, HRD is one of the major contributors
in accelerating economic growth.
Thus, keeping in view of the shortage of technical manpower, technical
know-how and skills, on the one hand, and the need to develop human
resources, on the other, AARDO arranges to organise specialised training
programmes in various fields of agriculture and rural development including
livestock development, agrarian reforms, sustainable agricultural
development crops production, fertiliser
quality control, adoption of technology for sustainable development,
textile extension, small industries development, watershed management,
development of micro-enterprise, poverty alleviation, rural-women-in-development, community
development, etc. These programmes are organised on regular basis at
the apex level leading institutes of AARDO member countries, namely, Republic
of China, Egypt, India, Japan, Republic of Korea, Malaysia
and the Philippines with generous assistance from the governments of
these countries.
A
AFRICA
1 Egypt
Egyptian International Centre for Agriculture (EICA), Cairo
Egyptian International
Centre for Agriculture (EICA) has been established by the Ministry of
Agriculture and Land Reclamation, Government of the Arab Republic of
Egypt, to help accelerate the pace of agricultural development in
developing countries through the provision of specialised training to
professionals engaged in the agricultural sector in African, Asian and
Latin American countries. The objectives of the Centre are not only to train
in-service agronomist in various aspects of agriculture but also to
bring together agricultural talents for a first hand understanding and
appreciation of each other’s problems and help evolve, by pooling of
knowledge, new techniques in agricultural development adapted to the
conditions of the participating countries.
As per the agreement between
AARDO and EICA, AARDO is entitled to sponsor a total of 40 candidates
for the ten (10) courses annually. On the financial aspect, while the
Government of Egypt/EICA bears the expenditure on training, tuition fee, board and
lodging, local transportation etc., AARDO’s liability is limited to
meet the cost of air tickets of its candidates.
BASIA

Republic of China
AARDO has been collaborating with the
Government of Republic of China for training of AARDO sponsored
candidates in different fields of agricultural/rural development. As per
the understanding, thirteen (13) training slots have been provided to AARDO.
The Government of R O China meets all expenses involved in the training
of AARDO sponsored candidates, which include both ways air fare, board
and lodging, tuition fee, study material and local transportation on
study visits, etc. Training programmes are being organise at the
following premier institutions :
ICLPST (formerly known as ‘Land Reform Training
Institute) was established in 1968. The Government of Republic of China
and the Lincoln Institute of Land Policy of the United States had
jointly sponsored it. The Centre is an autonomous non-profit educational
organisation. It provides opportunities for training and applied
research to a broad spectrum of participants especially public officials
and professionals in the field of taxation and land administration,
agricultural and rural development. It also promotes understanding of
distributing the benefits of land ownership through peaceful and
democratic ways, and to train leaders from all over the world in ways of
achieving economic prosperity through constructive land and tax
policies. ICLPST has regularly been organising
training
programme on "Land Policy for Sustainable Rural Development" every
year.
ii)
International Cooperation and Development Fund (ICDF)
The Government of Republic of China has been
organising a number of training programmes under the
"International Cooperation and Development Fund (ICDF)" in various
subject relating to agricultural and rural development. Participants from
AARDO member countries are regularly participating in these training
programmes.

India
As
per the agreement with the Government of India, AARDO is entitled to sponsor a
maximum of fifty (50) trainees under the Indian Technical and Economic
Cooperation (ITEC) Programme for training in various Indian institutes
annually. Under the agreement, while AARDO meets both ways air fare of its
candidates, the Government of India meets expenditure on tuition fees, board
and lodging, books and literature and local travel on study visits, etc.
NIMSME has been set up as an apex institution in 1960
by the Government of India with the charter of assisting in the
promotion of Small and Medium Enterprises (SMEs) mainly by creating a
pro-business environment that would enable them to progress towards
success and prosperity. With its vast expertise in the areas of
entrepreneurship, technology, management, extension and information
services,
NIMSME has been organising international training programmes
to enable the SMEs to cope with the continuously changing policy
environment in the developing world.
The Institute has been conducting several training
programmes in the field of small industries. AARDO has made
collaborative arrangements with Government of India for the training of
AARDO sponsored candidates under its ITEC programme at
NIMSME.
NIRD is India's apex body for undertaking research, training and
consultancy services in the field of rural development. It is an
autonomous body, supported by the Ministry of Rural Development,
Government of India. The Institute's endeavours are focussed on
rendering services to promote development of rural communities,
especially the poor. AARDO has made
collaborative arrangements with Government of India for the
training of AARDO-sponsored candidates under its ITEC programme at
NIRD.
CFQCTI
is a subordinate office of the Ministry of Agriculture, Government of
India. It has been established with the main objectives to undertake inspection and analyse imported and indigenous fertilizers, standardization and
development of method of analysis, training of fertilizer enforcement
officers and analysts, acting as a referee laboratory and providing
technical guidance to central and state governments on fertilizer
quality control.
AARDO, in collaboration with the Government of India under its ITEC
programme, has been sponsoring candidates from the member countries to the training
programme on "Fertilizer Quality Control" at CFQCTI,
Faridabad since 1998.
SITRA, a link in the chain of textile laboratories in India, established during 1956 has emerged as an important centre for international training to candidates from developing countries. SITRA’s efforts are directed towards carrying out research, consultancy and training
courses on various aspects of the textile industry with a view to reducing cost, improving quality and ensuring optimum utilization of textile materials, machines and manpower in the country.
AARDO
in collobaration with KOICA is organising a new training course on
"Sustainable Agricultural Development". Under
the agreement, KOICA will meet the cost of air fare and other local
expenses such as board and lodging, study visit, tuition fee, course
material, etc., of the participants. And AARDO will pay US $600 per
participant to KOICA to partly meet international travel cost of the
participants. The training programme will be
organised by Korea International
Cooperation Agency (KOICA) every year. AARDO is
entitled to sponsor twenty (20) participants in the training programme.

Malaysia
As per the agreement with the
Government of Malaysia, AARDO is entitled to sponsor a maximum of fifty
one (51) trainees for participating in various primer institutions like
Institutes For Rural Advancement, Crop Production Centre, Fisheries
Training Institute and Institute for Marine Aquaculture. Under
the agreement, while AARDO meets both ways air fare of its candidates,
the Government of Malaysia meets expenditure on tuition fee, board and
lodging, books and literature and local travel on study visits, etc.
The Institute For Rural Advancement (INFRA) was established under the
Ministry of Rural and Regional Development, Government of Malaysia. It is the
Malaysia's international centre for training and research in non-formal
education and rural management programmes. INFRA's programmes and
activities have been directed specifically towards management of rural
development institutions. The training curriculum is focussed on
inculcating more positive target group's participation in development
process.
The Government of Malaysia has been transferring technology and
know-how to developing countries by offering training programmes on
various aspects of agriculture and rural development etc., at its
various training institutes through the Malaysian Technical Cooperation
Programme (MTCP). AARDO since 1998, as per the mutual understanding with
the Government of Malaysia, has been sponsoring its candidates for the training
programme on "Appropriate Strategies for Poverty Alleviation
and Sustainable Development". However, from the year 2002 onwards,
the topic of the course has been changed to "Localizing the
Anti-poverty Agenda : The Malaysian Experience". AARDO is entitled
to sponsor a maximum of 21 candidates annually for the prgramme.
Department of Veterinary Services (DVS), Kuala Lumpur
DVS has been providing training under the Malaysian Technical
Cooperation Programme since 1985. The main objectives are to share
knowledge and experiences with other developing countries, strengthen
bilateral relations, promote South-South cooperation and promote
technical cooperation among developing countries.
As per understanding with the Government of Malaysia, AARDO is entitled
to sponsor ten (10) candidates for the training
courses .
Department of Fisheries, Kuala Lumpur
The Department of Fisheries under the Ministry of Agriculture and
Agro-Based Industry, Government of Malaysia is responsible for the
overall development of the fisheries industries in Malaysia. The
Department conducts research to develop new systems and technologies to
increase fish and shrimp production and resources. It provides technical
and extension services as well as conducting training programmes for
farmers and fishermen to promote development of a modern and efficient
industry with well-trained and skilled manpower. AARDO has made
collaborative arrangements with the Government of Malaysia for training
of its sponsored candidates in the fisheries sector. As per the
understanding with the Government of Malaysia, AARDO is entitled to
sponsor six (06) candidates for the training course on “Brackish Water
Aquaculture” that was organized by the Department of Fisheries in
collaboration with the Malaysian Technical Cooperation Programme (MTCP).
IRRI, which was established in 1960 by
the Ford and Rockefeller Foundations in the Philippines, is one of the
non-profit international research centres supported by the Consultative
Group on International Agriculture Research (CGIAR). A global need
exists to train professionals in both traditional and new approaches to
solve problems in rice production, distribution and utilisation. IRRI
addresses these needs through its training programmes. Its specialised
short-term group courses provide opportunities to scientists to develop
research expertise and transfer
appropriate technologies and skill to their respective national systems.
AARDO has been sponsoring its
candidates to the on-going training programmes of IRRI. Since these programmes
are based on the needs of the member countries especially the rice
growing countries, AARDO intends to sponsor its participants to the training programmes
being organised by IRRI during the triennium
2006-2008. These programmes are fully financed by AARDO.

Field
Training Programmes
AARDO has been organising a number of field training programmes based on
specific requests from the member countries. Experts are deputed to a
requesting country where they impart training on specific fields.
AARDO meets air fare and honorarium payable to the expert (s), while the
host country meets expenses on local hospitality for the experts,
including travel of its local candidates. For candidates from
neighbouring countries, AARDO meets expenses on both ways air fare,
board and lodging. It has been found that in such on-the-job training
programmes, rural women participate in considerable numbers.

Workshop on "Food Supply Information Systems" organised
by AARDO, held at New Delhi, India in October 1986.
Exchange of ideas,
experiences and expertise play an important role in accelerating the
pace of rural development. Keeping this in view, AARDO has been
regularly organising international workshops/seminars on various facets of
rural and agricultural development. The organization of workshops/seminars
serve as a international platform to the participating countries for
sharing their experiences and replicate

AARDO and

was held on 18-28 July 2005 at Tokyo, Japan.
AARDO
organises seminars and study visits on agricultural
cooperatives. These programmes are organised in collaboration
with JA Zenchu (Central Union of Agricultural Cooperatives) and
the Institute for the Development of Agricultural
Cooperation in Asia (IDACA), Tokyo, Japan under the auspices of
"RECA Seminar" in Japan every year. Considering the changes taking place in the
agriculture sector on account of the new global economic order, AARDO and JA-Zenchu decided to shift the focus of RECA Seminar on
WTO and its impact on agriculture. During the triennium 2006-2008, AARDO
intends to continue this seminar.
